1 - Plot Verification


As per the DHA Lahore property transfer procedures, plot verification usually is the first step for the buyer and/or dealer to verify that he or she is going to buy the correct plot and the ownership of seller is genuine. And the asset is actually in his or her name in the DHA Lahore records. Sometimes, plot verification may not be necessary since both parties as well as their dealer are already clear on this basic ownership fact.

Procedure:

  • Verification Form is available at the information Desk of DHA office in Lahore.
  • The buyer or dealer will fill in the required information.
  • Attach the copy of CNIC of the owner.
  • Get it signed by the owner.
  • Pay the fees of Rs: 650
  • The ownership verification will be confirmed within 3 working days.

2 - NDC –No Demand Certificate - DHA Lahore Property Transfer Procedures


As per the DHA Lahore property transfer procedures, NDC (No Demand Certificate) is the formal initiation step before the final transfer in which the owner has to clear any outstanding dues and objections.

DHA Lahore Property Transfer Procedures for NDC 

  1. NDC forms are available at DHA office reception or can be downloaded from the DHA website.
  2. Submit the NDC form along with the required documents at Customer Care Centre, DHA Lahore office.
  3. If the documents are complete in all respects, the Customer Care after submitting them will give an NDC receipt to the customer.
  4. Status for NDC availability date will be provided on the receipt date.
  5. Customer will come on the date provided on the receipt, to collect payment voucher from Accounts window in DHA Office. (please note that customer will not get any NDC certificate, it will just be verbal confirmation that the outstanding dues are clear. The NDC document gets filed in the original plot file in DHA custody)
  6. After paying the voucher in the bank submit the copy of the voucher to the Accounts clerk in DHA Office.
  7. In case of house or open possession plot customer will have to coordinate with Building Control branch for surveyor visit and dues clearance.
  8. In case of constructed building customer also has to clear the TIP Tax with the Cantt Board and water bill from DHA office.
  9. Submit the complete transfer set after fulfilling the above requirements at Customer Care Center for the transfer appointment.

Delivery time: It may take 2 to 15 days (depending upon if the there are any outstanding overdue charges or if there are any bylaws violation in constructed property)

3 – DHA Lahore Transfer Procedures Types in Defence Housing Authority Lahore – DHA Lahore


There are three types of property transfers:

a- Regular transfer: (DHA Lahore Transfer Procedures)

Normal commercial transfer cases between buyers & sellers for vacant plots or constructed houses.

b - Hiba Transfer: (DHA Lahore Transfer Pocedures)

Gifting any property by the family member (blood relations) to any other family member in his or her lifetime. This will eventually result in the transfer of ownership.

c - Legal Heir Transfer: (DHA Lahore Transfer Procedures)

Transfer of property or assets after the death to the eligible legal heirs of the deceased.

This also results in the eventual transfer of ownership to next successors

a - Regular Transfer


Regular Transfer is the normal Transfer

DHA Lahore Property Transfer Procedures Charges:

It depends on the phase, size, residence or commercial whether if it is a plot or a house. It may range from Rs: 50,000 to Rs: 10 Lakhs (or more)

Timeline: The actual transfer signing will happen once the NDC has been cleared. The final transfer ownership/allocation letter will be issued after the 30 days from the date of submitting the transfer documents.

DHA Lahore Property Transfer Procedures - Steps

  1. First step is to apply for NDC (as elaborated in NDC procedure)
  2. After NDC clearance, customer will get the Regular transfer  documents formats from the reception of Customer Care Centre (which require to be filled in & completed)
  3. Customer will bring the Transfer documents set at the Customer Care for obtaining date & time for transfer appointment.
  4. Customer Care will try to give the transfer appointment normally within 2-3 business days.
  5. Both seller and purchaser will now have to visit Transfer section in DHA Lahore Office, for transfer procedure.
  6. Purchaser and/or dealer will then have to visit the Customer Care along with the set of documents received from Transfer section.
  7. Customer Care will endorse and receive the documents and will issue a receipt against the documents to the purchaser.
  8. Purchaser will bring the receipt and his original CNIC after 30 working days, to collect the allotment/Transfer letter from Transfer section Room in DHA Lahore.

Documents Required for DHA Lahore Property Transfer Procedures

  1. Forwarding letter (transfer application) giving the detail of sale and list of documents with three signatures of seller.
  2. Return the original allotment / transfer letter so that new letter in the name of new transferee can be issued.
  3. Affidavit ( specimen available at DHA reception and website)
  4. Copy of CNIC of both seller and purchaser duly attested by Oath commissioner
  5. No Demand Certificate (NDC) confirmation.
  6. 10% variation undertaking by the purchaser.
  7. Associate Membership form.
  8. Transfer Fee. (According to Phase)
  9. Original transfer / sale deed along with affidavits of seller and purchaser for surrender if plot registered earlier.
  10. IT5 Form
  11. Advance Tax Payment receipt (if applicable).

Transfer Charges/Taxes/Fees:

  1. Associate Membership (AM) fee of new owner Rs: 23180 (22830 + Form price Rs: 350/-)
  2. DHA Transfer fee: It may range from Rs: 51000 to 79000 for 1 Kanal residential depending upon the phase. (For constructed houses it is Rs: 28950/-)
  3. CVT & Stamp Duty @ 2% each on DC value of the property along with undertaking on Stamp Paper of Rs. 20/-
  4. Cantonment Board Tax or TIP Tax @ 3% of Hose value (Cost of Construction + cost of Land based on DC value).

b  - Hiba Transfer - DHA Lahore Property Transfer Procedures


Under the DHA Lahore Property Transfer Procedures, property can be gifted to the blood relatives. (Parents to Children, Children to Parents, Husband to Wife, Wife to Husband)

Documents Required for DHA Lahore Property Transfer Procedures

  1. Forwarding letter (transfer application) giving the details of the sale documents.
  2. Return of original allotment/transfer letter so that new letter is issued in the name or Donee.
  3. Affidavit Original, duly attested by the Oath Commissioner
  4. No Demand Certificate.
  5. 10% variation undertaking by the Donee.
  6. Photo copies of National Identity Card of Donor, Donee and witnesses duly attested by the Oath Commissioner.
  7. Associate Membership Form.
  8. Original Transfer/Sale Deed for surrender if plot registered (plots that were registered with the sub registrar office, but currently this practice is not valid).
  9. IT5 Form.
  10. Advance Tax Payment receipt (if applicable).

DHA Lahore Property Transfer Procedures Charges:

  1. Associate Membership (AM) fee of new owner Rs: 23180 (22830 + Form price Rs: 350/-)
  2. DHA Transfer fee Rs: 10950/- (1 Kanal)
  3. CVT & Stamp Duty @ 2% each on DC value of the property along with undertaking on Stamp Paper of Rs. 20/-
  4. Cantonment Board Tax @ 3% based on DC value.

DHA Lahore Property Transfer Procedures - Steps

  1. First step is to apply for NDC.
  2. After NDC clearance, customer will get the Hiba transfer documents formats from the reception of Customer Care Centre. (which require to be filled in & completed by the applicant)
  3. Customer will bring the Transfer documents set to the Custer Care Centre for obtaining the date & time for transfer appointment.
  4. Customer Care will give the transfer appointment within 2-3 business days.
  5. Both donor and donee will then have to visit transfer branch in DHA, for transfer procedure.
  6. Donee will have to visit the Customer Care along with the set of documents received from transfer branch.
  7. Customer Care will endorse and receive the documents and will issue a receipt against the documents to the purchaser.
  8. Donee will bring the receipt and his original CNIC after 30 working days, to collect the allotment / Transfer letter from Transfer Branch section in DHA Lahore.

c - Legal Heir Transfer - (DHA Lahore Property Transfer Procedures)


As per the DHA Lahore Property Transfer Procedures, it is possible to transfer the property to the legal heirs after the death of the owner.

DHA Lahore Property Transfer Procedures Charges:

  1. Associate Membership (AM) fee of new owner Rs: 23180 (22830 + Form price Rs: 350/-)
  2. DHA Lahore Transfer Procedures fee Rs: 2700/- (1 Kanal)
  3. CVT & Stamp Duty @ 2% each on DC value of the property along with undertaking on Stamp Paper of Rs. 20/-
  4. Cantonment Board Tax @ 3% based on DC value.

Timeline: 30 days

Documents Required for DHA Lahore Property Transfer Procedures

  1. Forwarding letter (Transfer application) giving the details of documents under legal heirs signatures.
  2. Original Allotment / Transfer letter for cancellation so that new letter can be issued in the name of legal heirs.
  3. Death Certificate (duly attested).
  4. Declaratory decree in respect of Legal heirs issued by the Civil Judge having competent Jurisdiction.
  5. Advertisement regarding death of the owner/member with photograph in two newspapers (Urdu & English) as per specimen (available at DHA reception).
  6. Affidavit duly attested by Oath Commissioner as per specimen.
  7. Copies of the National Identity Cards of all legal heirs (duly attested).
  8. 2 photographs of each Legal heir duly attested by class one officer
  9. Associate Membership Form of legal heirs (Jointly)
  10. Associate membership Fee and Transfer Fee Vouchers – showing the fees have been paid in the bank.

DHA Lahore Property Transfer Procedures

  1. Customer will collect the documents required for the transfer from the DHAs reception or DHA website.
  2. Submit the documents at Customer Care after filling in the required information.
  3. Customer Care Centre will issue the receipt against the documents.
  4. Transfer Branch will issue a confirmation letter within 30 working days.
  5. After receiving the confirmation letter, all the legal heirs along with their original CNIC will have to visit transfer branch room, in order to collect the Allotment / Transfer Letter.
  6. In case any one of the Legal heir is not available; he or she can also authorize any other legal heir. (The authority has to be in written and verified).

4 - Special Power of Attorney (For construction purpose)


DHA Construction DHA Lahore Property Transfer Procedures

If the owner is abroad or not available for construction purpose, he can give Power of Attorney to another person for construction purposes under the DHA construction and DHA Lahore property transfer procedures.

Charges: Rs: 6000/-

Timeline: 15 working day

Documents Required

  1. Original Power of Attorney (specimen available at DHA reception and website) on Rs 500/- stamp paper, duly attested by Oath Commissioner
  2. 3 Photocopies of Power of Attorney, duly attested by Oath commissioner
  3. Photocopies of CNIC of exultant and attorney, duly attested by Oath Commissioner
  4. Two Photographs of the attorney
  5. Covering letter – Application ( from owner )

Procedure

  1. Customer will collect the required set of documents from DHA reception or website.
  2. Customer will submit the documents at Customer Care Centre.
  3. Customer Care will issue a receipt against the documents.
  4. After 15 working days of submitting the documents, customer will come to transfer branch, along with the receiving and original CNIC to collect the Power of Attorney document

5 - Cancellation of Power of Attorney


Before going to the Transfer procedure, power of attorney has to be cancelled under the DHA Lahore Property Transfer Procedures.

Charges: NA

Timeline: 15 working days

Documents Required

  1. An application addressing to Director Transfer and Record.
  2. CNIC copy of both owner and Attorney
  3. Affidavit on Rs. 100/- Stamp paper (specimen available at DHA reception and website)
  4. Original Power of Attorney document issued by DHA.

Procedure

  1. Customer will get the required documents from the DHA reception or DHA’s website.
  2. Submit the documents at Customer Care Centre.
  3. Customer Care will issue a receipt against the documents.
  4. After 2 weeks, Power of Attorney will stand cancelled; the owner can then go for the transfer procedure.

6 - Allotment Letter After Completion of Dues - DHA Lahore Property Transfer Procedures


As per the DHA Lahore Property Transfer Procedures, allotment letter is issued after payment of all dues.

Charges for Issuance of Letter: Nil

Timeline: 30 working days

Documents Required

  1. An application to DHA Secretary or Director Transfer and Record for the issuance of Allotment letter of DHA.
  2. Original payment slip of the last Installment
  3. A copy of CNIC.
  4. Two photographs with blue background
  5. A copy of the intimation letter

Procedure

  1. Customer takes required documents list from the Customer Care Centre –Transfer section.
  2. Customer submits the required documents at Customer Care Centre, DHA office.
  3. If the documents are complete in all respects, the Customer Care after endorsing them will give receiving on a photocopy of the application to the customer.
  4. Documents are forwarded to the Transfer branch.
  5. Customer will receive the allotment letter after 30 working days.

7 - Allotment Letter for LUMS, Ex Park view, Ex Ravians, Ex Local Government plots


Charges: Nil

Timeline: 30 working days

Documents Required

  1. An application to DHA Secretary or Director Transfer and Record for the issuance of Allotment letter of DHA
  2. Original Allotment letter & Share certificate of the previous society
  3. Associate Membership Form
  4. Associate Membership Fee
  5. Outstanding dues (If any)
  6. A copy of CNIC
  7. Two photographs with blue background
  8. Undertaking of Development charges on Stamp Paper worth Rs.20/-)

Procedure

  1. Customer takes required documents list from the Customer Care Centre.
  2. Customer submits the required documents to the Customer Care DHA Lahore office.
  3. If the documents are complete in all respect, the Customer Care after endorsing them will give a receiving on the photocopy of the application to the customer.
  4. Documents are forwarded to the Transfer branch.
  5. Customer will receive the allotment letter after 30 working days.

8 - Change of name


Change of name is possible under the DHA Lahore Property Transfer Procedures.

Charges: Nil

Timeline: 15 working days

Documents Required

  1. Application to Director Transfer and Record for the change of name
  2. Old and new CNIC copy
  3. Affidavit for the change of name
  4. Husbands CNIC
  5. Nikkah Nama copy
  6. An advertisement in news paper
  7. A copy of allotment letter

Procedure

  1. Customer takes required documents list from the reception.
  2. Customer submits the required documents at Customer Care Center, DHA Lahore office.
  3. If the documents are complete in all respects, the Customer Care after endorsing them will give a receiving on a photocopy of the application to the customer.
  4. Documents are forwarded to the Transfer branch.
  5. Transfer branch updates the record against the concerned plot within 15 working days.

9 - Amalgamation


DHA Lahore Property Transfer procedures for amalgamation

Amalgamation of two plots is possible under the DHA Lahore Property Transfer Procedures.

Charges: Depends upon size of plots – and from case to case basis approvals from DHA Lahore.

Timeline: 20 to 25 working days

Documents Required

  1. Application to Director Building Control for the amalgamation request
  2. CNIC copy
  3. Affidavit for the amalgamation
  4. Two Photographs
  5. Original Allotment letters of both plots
  6. Original Site Plans of both plots
  7. Paid Voucher of Fee

Procedure

  1. Customer takes required documents list from Customer Care Centre.
  2. Customer submits the required documents at Customer Care Center, DHA office.
  3. If the documents are complete in all respects, the Customer Care after endorsing them will give a receiving on a photocopy of the application to the customer.
  4. Documents are forwarded to the Transfer branch.
  5. Customer will receive the new Allotment letter after 30 working days.

10 - Subdivision


Subdivision of a bigger plot into two small plots is possible under the DHA Lahore Transfer Procedure.

Charges: Depends upon size of plots

Timeline: 20 to 25 working days

Documents Required

  1. Application addressing Director Building Control
  2. CNIC copy
  3. Affidavit for the subdivision of plot
  4. Two Photographs
  5. Original Allotment letter
  6. Original Site Plan
  7. Paid Voucher of Fee
  8. Ammonia prints in case of a building

Procedure

  1. Customer takes required documents list from Customer Care Centre.
  2. Customer submits the required documents at Customer Care Center, DHA Lahore office.
  3. If the documents are complete in all respects, the CSO after endorsing them will give a receiving on a photocopy of the application to the customer.
  4. Documents are forwarded to the Transfer branch.
  5. Customer will receive the new Allotment letters after 30 working days.

11 - Associate Membership Forms NOKs OF SHAHEED/ JCOs & SUBEDARS etc


Charges: Rs: 22830/-

Timeline: One working day

Documents Required

  1. Copy of the Intimation letter
  2. Copy of CNIC
  3. Original payments slip for the membership fee.

Procedure

  1. Associate Membership (AM) Form is sent to the owners by post.
  2. Customer submits the AM form along with the documents mentioned above at Customer Care Center, DHA Lahore office.
  3. If the documents are complete in all respects, the Customer Care Centre after endorsing them will give a receiving on a photocopy of the AM form to the customer.
  4. Documents are forwarded and filed by the Transfer & Record branch.

12 - Duplicate Regular membership Card


Duplicate regular membership card can be applied as per the DHA Lahore Property Transfer Procedures.

Charges: 550/-

Timeline: 15 working days

Documents Required

  1. An application to Director Transfer and Record, DHA Lahore.
  2. Copy of CNIC
  3. Two photographs
  4. Original Paid voucher

Procedure

  1. Customer takes required documents list from reception.
  2. Customer submits the required documents at Customer Care Center, DHA Lahore office.
  3. If the documents are complete in all respects, the Customer Care after endorsing them will give a receiving on a photocopy of the application to the customer.
  4. Documents are forwarded to the Transfer branch.
  5. Duplicate membership card is sent to Customer after 15 working days.

13 – Duplicate Allotment Letter - DHA Lahore Transfer Procedures


As per the DHA Lahore Property Transfer Procedures, duplicate allotment letter can be applied by the applicant.

Charges: PKR: 16000/-

Registration Form: PKR 1000/-

Timeline: 30 working days – (to be collected from Transfer Department by the owner)

Documents:

  1. Affidavit (duly attested by Oath Commissioner).
  2. Copy of CNIC (duly attested by Army / Civil Gazetted Officer / Regular Member).
  3. Police Report regarding loss of allotment / transfer letter.
  4. Ads in two Newspapers (English and Urdu of wide circulation).
  5. Covering letter.
  6. 2 recent passport size photographs, duly attested.
  7. Associate Membership (AM) Form.
